Private insurance has failed, state senators say

Democrats in the state Senate have been holding a series of informational meetings around the state to try to build support for their Healthy Wisconsin plan, which would replace the insurance premiums most people pay through their employers with a payroll tax of 4 percent for employees, about 10.5 percent for employers and 10 percent for self-employed
